Transport News: The COVID Safe Transport Plan│Pop-up cycleways | ‘No dot, no spot’ physical distancing

We know there's a lot of information out there about how the coronavirus crisis is impacting public transport.
We're continuing to do our best to provide the safest and most reliable services as we can during these challenging times.

We've been working with the NSW Government to put in place the COVID safe Transport Plan, in anticipation of easing restrictions and more people starting to use public transport as they return to work and school.

It’s all about helping you make smart choices ? like choosing the safest place to sit or stand when you’re on and around public transport, and asking you to reconsider when and how you travel to help reduce the number of people using the network at the same time.

Here’s what the plan covers:
Avoiding peak travel:
Please don't travel during peak times if you don't already.
Services are already close to capacity at these times when physical distancing is factored in. Travel during the off-peak period between if at all possible.

‘No dot, no spot’ physical distancing:
We’ve added distinctive green dots on board metro, trains, buses, and ferries and light rail to indicate the safest places to sit and stand. If there are no ‘dotted’ sitting or standing spots available, you could be asked to wait for the next service. However, school children and people who require assistance, such as those with disability will be given priority access.

Deep cleaning and more hand sanitiser:
We're doing intense and ongoing cleaning across the transport network,
and providing hand sanitiser at busy stations and transport hubs.

Boosting parking:
Special event-style parking will be available at Moore Park, which is a short bus, light rail or bike ride into the CBD, and within walking distance.
This will help reduce the number of passengers and length of time spent on services.
Other parking locations will be announced soon, and some car park operators will offer special deals for all-day parking.

We all know the best thing we can do right now to protect our health and minimise transmission of coronavirus in the community is to stay at home.

But if you - like many of our hardworking teams at Transport - are among the essential workers in the community who still need to get to and from work each day, or if you need to travel, remember there are plenty of simple yet effective things you can do to stay safe while you're out and about.

Here's what Transport for NSW and our staff across the network are doing to help protect you:

・All buses with Opal readers are now cashless to minimise physical contact between passengers, surfaces and our drivers - tap on with an Opal card or a contactless credit card, debit card or device.
・We're now cleaning all public transport services more frequently, including disinfecting hard surfaces like hand rails, Opal readers and Opal machines in busy areas.
・Doors on light rail services now open automatically to minimise your contact with surfaces.
Automated pedestrian crossings, operating 24/7 are being rolled out to areas close to major health precincts across NSW. There's no need to push the button - wait for the ‘walk’ signal to safely cross the road.
・We are providing hand sanitiser at busy train and metro stations across the transport network.
・NSW TrainLink now has an easy online booking system to minimise the need for in-person bookings, plus onboard buffets on our Regional services have been modified in keeping with advice from NSW Health.

Here's what we're asking you to do, to help protect yourself, other passengers and our staff:

・You must stay at home unless it's essential travel, such as grocery shopping, for medical supplies, for medical care or travelling for work.
・Cover your nose and mouth with a tissue or the inside of your elbow when you cough or sneeze.
・Wash your hands thoroughly and often with soap and water, or use an alcohol-based hand sanitiser.
・Practise physical distancing by avoiding close contact with others.
・If you feel unwell, don't travel and stay at home.

Transport for NSW understands the critical role that all modes of transport are playing as the state deals with the Coronavirus outbreak.

Transport for NSW is represented at the State Emergency Operations Centre (SEOC) where it is working closely with other NSW Government departments, including NSW Health to ensure a coordinated approach to managing COVID-19 across the state.

Our priority is the safety of our customers and staff, and enabling the continuity of essential services.

What Transport for NSW is doing
・Public transport is an essential service.
 We are working with our operators to ensure our services keep running for all of our customers.
・Continuing to work with the freight industry to ensure movement of essential goods across roads, ports and rail.
・Increased cleaning on trains, buses, ferries, light rail and the metro with a daily focus on hard surfaces in high-traffic areas, including hand rails and Opal card and ticketing systems.
・Implemented measures to ensure the safety of our customers and staff travelling on our network across long distances with NSW TrainLink regional rail and coach customers now booked in a way to maximise social-distancing where possible.
・Automated pedestrian crossings at traffic signals within the Sydney CBD are active 24 hours a day to help limit the spread of COVID-19.
・Tram doors are now opening automatically at platforms to minimise your contact with trams on all light rail services.

What you can do
・Avoid non-essential travel and consider travelling outside of peak hour where possible.
・Avoid close contact with transport staff and other passengers.
・Practice good hygiene by washing your hands regularly and covering any sneezes or coughs with your inner elbow or with a tissue.
・Use Opal and contactless payments where possible.
・Stay home if you are sick.

The Ministry of Defense (MOD) considers that the incident occurred on December 20, 2018 that an ROK Navy's Gwanggaeto-daewang class destroyer directed a fire-control radar at a fixed-wing patrol aircraft (P-1) belonging to the Fleet Air Wing 4 of the Maritime Self-Defense Force (MSDF) (Atsugi) is a hazardous act that may cause unintended consequences, and it is extremely regrettable that such incident occurred.

The ROK Ministry of National Defense has released video footage regarding this incident, but there are different claims from our position.

The MOD intends to continue to hold necessary consultations between the defense authorities of Japan and ROK.

December 28, 2018
The Ministry of Defense (MOD) released the footage filmed by the fixed-wing patrol aircraft (P-1) of the Maritime Self Defense Force (MSDF) regarding the incident occurred on Thursday, December 20, in which
an ROK Navy's Gwanggaeto-daewang class destroyer directed a fire-control radar at a P-1 belonging to the MSDF (Atsugi).

The footage contains scenes where the MSDF P-1 is hit multiple times continuously over a certain period by the fire-control radar.
In addition, it was recorded that the MSDF P-1 was flying at a certain altitude and distance safe enough from the destroyer.
Moreover, the footage shows that the MSDF P-1 called out "KOREA SOUTH NAVAL SHIP, HULL NUMBER 971" three times in English
in an attempt to confirm the intent of the radar irradiation.

A part of the sound in the footage is processed for information security.

On Friday, December 21, the Ministry of Defense (MOD) made a public announcement to regarding the incident occurred on Thursday, December 20 at around 3 p.m. (JST), an ROK Navy's Gwanggaeto-daewang class destroyer directed a fire-control radar at a fixed-wing patrol aircraft (P-1) belonging to the Fleet Air Wing 4 of the Maritime Self-Defense Force (MSDF) (Atsugi) off the coast of the Noto Peninsula.
Yesterday, the ROK Ministry of National Defense published its opinion regarding this case, which the MOD believes includes a misunderstanding regarding some of the facts.
First of all, after the radar irradiation incident occurred on Thursday, December 20, the MOD conducted an analysis of the frequency band, radio field intensity, etc. emitted from the destroyer based on the data collected by the MSDF P-1's equipment and confirmed that the MSDF P-1 was hit multiple times continuously over a certain period by electromagnetic waves that are unique to fire-control radars.
The MSDF P-1 was also flying at a certain altitude and distance from the destroyer in compliance with international law and the related Japanese laws and regulations, and it is not true that it flew at a low altitude over the destroyer.
Moreover, the MSDF P-1 called out "KOREA SOUTH NAVAL SHIP, HULL NUMBER 971" three times in English using three frequencies in international VHF (156.8MHz) and emergency frequencies (121.5MHz and 243MHz) in an attempt to confirm the intent of the radar irradiation.
It is extremely regrettable that this incident occurred, and we will firmly request the ROK side to prevent the recurrence of such incidents.
Such incidents should not be allowed to harm cooperation between the defense authorities of Japan and ROK, and we intend to hold the necessary consultations between the two defense authorities.

On December 21, the Ministry of Defense made a public announcement regarding the incident occurred on December 20 at around 3 p.m. (JST) that an ROK Navy's Gwanggaeto-daewang class destroyer directed a fire-control radar at a fixed-wing patrol aircraft (P-1) belonging to the Fleet Air Wing 4 of the Maritime Self-Defense Force (MSDF) (Atsugi) off the coast of the Noto Peninsula.

Various media reports have been covering this incident.
The Ministry of Defense, following the occurrence of the radar irradiation incident on the 20th, conducted a careful and detailed analysis on the data collected by the MSDF patrol aircraft's equipment, and determined that a fire-control radar was used for the said radar irradiation by the ROK naval vessel.
Given this fact, it should be noted that a fire-control radar is designed to be used to measure the precise orientation of and distance to an attack target, and that it is not suitable for searching over a wide range.
Therefore, the use of a surface search radar is more appropriate for the purpose of searching for missing ships.
In addition, a fire-control radar irradiation is a hazardous act that may cause unintended consequences, which in relation to the ships and aircraft deployed in the surrounding area is a profoundly dangerous act, even if such an action was taken to search for a missing ship.
Furthermore, the Code for Unplanned Encounters at Sea (CUES), also adopted by the ROK, lists the irradiation of a fire-control radar as an action to be withheld when encountering ships or aircraft.
Due to the reasons stated above, it is extremely regrettable that this incident occurred, and we will firmly request the ROK side to prevent the recurrence of such incidents.

On the 70th anniversary of the end of the war, we must calmly reflect upon the road to war, the path we have taken since it ended, and the era of the 20th century. We must learn from the lessons of history the wisdom for our future.

Japan has repeatedly expressed the feelings of deep remorse and heartfelt apology for its actions during the war. In order to manifest such feelings through concrete actions, we have engraved in our hearts the histories of suffering of the people in Asia as our neighbours: those in Southeast Asian countries such as Indonesia and the Philippines, and Taiwan, the Republic of Korea and China, among others; and we have consistently devoted ourselves to the peace and prosperity of the region since the end of the war.

We will engrave in our hearts the past, when Japan ended up becoming a challenger to the international order. Upon this reflection, Japan will firmly uphold basic values such as freedom, democracy, and human rights as unyielding values and, by working hand in hand with countries that share such values, hoist the flag of “Proactive Contribution to Peace,” and contribute to the peace and prosperity of the world more than ever before.

Heading toward the 80th, the 90th and the centennial anniversary of the end of the war, we are determined to create such a Japan together with the Japanese people.

Ladies and gentlemen, in the gallery today is Lt. Gen. Lawrence Snowden.
Seventy years ago in February, he landed on Ioto, or the island of Iwo Jima, as a captain in command of a company.
In recent years, General Snowden has often participated in the memorial services held jointly by Japan and the U.S. on Ioto.
He said, and I quote, “We didn't and don't go to Iwo Jima to celebrate victory, but for the solemn purpose to pay tribute to and honor those who lost their lives on both sides.”
Next to General. Snowden sits Diet Member Yoshitaka Shindo, who is a former member of my Cabinet. His grandfather, General Tadamichi Kuribayashi, whose valor we remember even today, was the commander of the Japanese garrison during the Battle of Iwo Jima.
What should we call this, if not a miracle of history?
Enemies that had fought each other so fiercely have become friends bonded in spirit.
To General Snowden, I say that I pay tribute to your efforts for reconciliation. Thank you so very much.
